At the next City Council
meeting on Monday, Jan. 27, the City Council will hold a public meeting
about the increase for the Private Home Rentals (PHR). When the program
was started in 2000, there were 2,299 units already in the PHR program,
plus 881 units added in 2000; giving a total of 3,180 PHR units in 2000.
In 2008, there are currently 858 units ready to be rented, 481 units
waiting for final inspections to be completed, and 125 renewals; giving
a total of 1,464 PHR units. That represents a 46% reduction of PHR units
over the last 7 years.
Since 2000, costs have gone up
by the addition of the 24/7 complaint telephone line, the new On-call
services for the PHR ordinance going into effect this month, and the
reorganization or creation of the Community Services Department and the
added personnel costs for code enforcement officers. Below is a chart of
the annual costs to the City.

The current fee for a home to
be part of the PHR program is $135 and hasn’t changed since 2000. With
the reduction of the number of PHR units to an approximate total of
1,500 units and the expanded costs, the City wants to increase the PHR
fee to $175.
